Why seat-plan AI spend is invisible
The predictable part of a Claude Max or ChatGPT plan is the invoice. The same flat fee arrives monthly, finance nods, and the line item stops being interesting. The unpredictable part is everything the plan pays for, because no meter runs while it is being used.
The API has a meter. The seat does not.
API usage is metered by construction: every token is counted, priced and reported, because that is how the provider gets paid. A seat is the opposite construction. The provider was paid up front, so there is nothing left to meter, and mostly nothing is. Usage APIs for subscription products range from partial to nonexistent.
Then coding agents made it worse
A person chatting in a browser tab consumes what a person can type. A coding agent running under that same seat consumes what a machine can generate. Orders of magnitude more, invisibly, on the same flat plan. Claude Code and Codex turned the quiet line item into the biggest unknown on the AI bill, while remaining absent from every billing API.
What can actually be known
More than nothing, less than everything, and the difference matters. Some coding agents emit their own telemetry, token counts included. A chat seat used in a browser tab usually emits nothing of the kind.
Picture a pricing model an advisory firm builds for a client. The analyst worked with a coding agent, so those tokens are on record. The partner wrote the cover memo on a chat seat, so there is no count to find. Both pieces of work are real; only one has a number.
That is the test worth applying to any spend tool: when the number does not exist, does the dashboard say so, or does it estimate one and hope? The angle we are taking is AI spend vs Work Produced, starting from the finished work: what billing confirms, what is estimated and labelled as such, and what is simply not reported rather than a fabricated zero.
Seat spend will not become visible on its own; providers have no billing reason to meter what is already paid for. The visibility has to come from your side of the fence.
